The notification specified in Article 7 of the Regulation on the Prevention of Major Industrial Accidents and Reduction of Their Effects has been made accurately and completely by declaration method using the Ministry of Environment and Urbanization's notification system (BEKRA NOTIFICATION SYSTEM). Since our establishment is indicated as a top-tier organization in the notification system, a safety report has been prepared for our operation within the scope of Article 11 of the same regulation. In addition, in accordance with Article 10, a "Major Accident Prevention Policy Document (MAPP Document)" has been prepared for our operation.
3. General Information about the Enterprise:
Eastern Continental Fuel Storage Inc. has a total area of 36,000 m², with 20,000 m² dedicated to fuel. Fuel deliveries can be made to our facility using railway tankers and road tankers.
The general activity of our facility is the receipt of Petroleum Motorin and Gasoline products by rail to our facility and their storage in our tanks via pumps and pipelines. These products stored in our tanks are transferred to road tankers via separate pumps and pipeline installations and dispatched to the relevant points. At this stage, all controls are meticulously carried out.
Compliance with TS and EN standards or other standards accepted by TSE (within lower and upper values) is sought for all stored products.
4. Chemicals Present in the Facility and Work Performed:
Motorin, Gasoline, and Ethanol stored in tanks are chemicals categorized as flammable, very easily flammable, irritant, harmful to health, and environmentally hazardous. The names and properties of hazardous chemicals are indicated on the Hazardous Substance Intervention Card as required by Article 6 of the regulation.
Under the Regulation on the Prevention of Major Industrial Accidents and Reduction of Their Effects, Hazardous Substance Intervention Cards prepared for each scenario-edited chemical (motorin, gasoline, and ethanol) are recommended as advisory to emergency services in case of a major accident and will be sent to provincial disaster and emergency directorates, provincial health directorates, affiliated municipality and/or fire department for current validity. In case of any changes in the information on the hazardous substance intervention card, the card will be reissued according to the updated status within one month following the change and will be sent to the relevant institutions and organizations.
Within the scope of the Regulation on the Prevention of Major Industrial Accidents and Reduction of Their Effects, all preventive and restrictive safety measures have been taken for all scenario-edited major accidents at the establishment. In this context, Design (compliance with standards), Basic Process Control Systems (safety valves, equipment, etc.), Process Alarms (level alarm, etc.), Physical Protections (tank pit, barrier, etc.), fire extinguishing, and gas detection systems are used for controlling major accidents.
Physical Protections: In our facility, there are 8 water monitors with a capacity of 2,800 lt/min for emergency firefighting. Throughout the facility, there are 10 fixed fire hoses and cabinets connected to water hydrants. Additionally, fire extinguishers of various sizes are stored full throughout the facility.
5. Emergency Action Plan in the Facility:
Our facility has prepared an Emergency Action Plan to be used in the event of a major accident and conducts exercises based on scenarios prepared at specified intervals under the supervision of fire and health organizations.
Effective communication is established with the institutions providing emergency services such as fire and ambulance services, which are expected to be involved in the scenario content created in the establishment, and arrangements are made for exercises and informing in accordance with the regulation.
5.1. Information about measures regarding major accidents and their control as edited scenarios in the organization:
The harmful characteristics of hazardous chemicals present in the organization are physical, health, and environmental. In cases where these chemicals may be involved, there is a risk of fire, explosion, and toxic spread. Risk assessment studies have evaluated the adequacy of measures, and if necessary, additional measures have been taken to reduce the risk to an acceptable level.
5.2. The operator's statement that he/she has made adequate arrangements in the facility, especially contacting emergency service units, to deal with major industrial accidents and minimize their effects:
In order to prevent major industrial accidents and minimize the harm to people and the environment caused by potential accidents, a "Safety Management System" has been established to ensure a high level of effective and continuous protection. An organization has been determined, including contacting emergency service units, and necessary planning has been made.
